Seeking Inputs: TRAI Consultation Papers on Ease of Doing Business (Telecom and Broadcasting) Sector and Auction of spectrum for IMT/5G

The Telecom regulator has rolled out following consultation papers focused on promotion of ease of doing business in telecom and broadcasting sector and Auction of 5G spectrum and related issues including regulatory framework for private 5G network for stakeholders inputs.

  1. Consultation Paper on ‘Ease of Doing Business in Telecom and Broadcasting Sector’

The paper was published on December 8, 2021, with a view to seek stakeholders inputs and suggestions towards simplifying and improving existing processes, procedures and timelines that are followed currently in the following Govt departments in granting approvals/ permissions/ licensees etc.

  • Department of Telecommunications (DoT)

    • Wireless Planning and Coordination (WPC)
    • Network Operation Control Centre (NOCC)
    • Telecommunication Engineering Centre (TEC)
  • Department of Space (DOS)
  • Ministry of Electronics and Information Technology (MeitY)
  • Ministry of Power (MoP)
  • Telecom Regulatory Authority of India (TRAI) 

The paper also stresses on the need to streamline current processes by introducing a single window clearance system for the applicants to apply and seek licenses in a paperless and timebound manner using technological means.

Last date for providing suggestions to TRAI is January 5, 2022. We request you to kindly share your detailed inputs /suggestions with suitable justification to us latest by December 28, 2021. Kindly email your inputs to deepak@nasscom.in.

  1. Consultation Paper on ‘Auction of Spectrum in frequency bands identified for IMT/5G’

The paper was published on November 30 2021, with a view to seek comments from the stakeholders on various matters related to the allocation of spectrum bands for International Mobile Telecommunications (IMT)/5G such as applicable reserve price, band plan, block size, quantum of spectrum to be auctioned etc. The paper also refers to the potential opportunities of private 5G network for captive purpose and seek views on its licensing framework.
